Program Overview Program

Economic Competitiveness of Morocco (Morocco Economic Competitiveness - ECM) is a four-year program, funded by the U.S. Agency for International Development (USAID). CME Programme adopts a multisectoral approach to reducing barriers to productivity, trade and investment in Morocco.

Through this program, USAID Morocco aims to reduce barriers to trade and investment in targeted areas of Oriental and Doukkala-Abda, through:
- 1 - Improving the climate Business
- 2 - Sustainable use of water in agriculture
- 3 - Strengthening professional capacities, particularly among youth and women

- Increasing private sector participation.

The program will operate under national strategies defined by the Plan Emergence Plan Green Morocco, the National Programme of Water Saving Irrigation (PNEEI) and the Emergency Plan for Vocational Training.

In addition to technical assistance and funding for the implementation of its activities, the CME program has a subsidy mechanism for NGOs and the private sector. The total amount of these grants is approximately 5 million U.S. Dollars for the period ending September 30, 2013 (base period) plus an additional 1.375 million U.S. Dollars for the period from October 1 2013 September 30, 2014 (option period). The CME program can provide assistance by subsidies in kind or direct financial support on a reimbursable basis or cash advances. The program can not award a grant in excess of 200,000 U.S. Dollars or for a period extending beyond the completion date for the base period of the program, scheduled September 30, 2013.

Grants will be awarded to innovative pilot projects, promoting trade and investment, more efficient use of water resources and creating jobs for youth and women.

These categories and examples of activities are given as an indication of changes may occur in practice, needs and opportunities that arise during the implementation of the program:
- Capacity building of local partner organizations, such as government agencies, NGOs, members of civil society associations farmers and cooperatives.

expected generally that beneficiaries make a certain contribution to the activity for which they are applying for funding. This can be done either in kind (labor and materials) in money, through direct funding of some of the costs of subsidies, donated to initiatives for implementation. In most cases, the program will require a contribution of up to 25% of project costs. In the case of grants to private sector entities that fall under the category of public-private partnerships, the program expects that the recipient committed financially to repay at least twice the amount granted by the program - or at least 66% of the total project cost. The purpose of this requirement of consideration is to mobilize additional resources to achieve program objectives and to give the recipient of a grant from the results of the activity.

The program will accept grant applications until September 30, 2011 (new deadline will be set). The program will not reimburse costs incurred before the award of a grant, or the costs associated with building a case for grant application - whether successful or not.

Grant applications will be evaluated by a committee composed of representatives of the program, USAID and key partners representing the Government of Morocco. Grant applications that meet the eligibility criteria will be evaluated and awarded based on the following selection criteria:

- 1. The proposed activity represents a potentially reproducible model for the promotion of sustainable development initiatives;
- 2. The innovative nature of the activity is clearly defined and differs from current practice;
- 3. The plaintiff said the results or specific changes that will result from the proposed innovation and are consistent with environmental practices, economic and resource management respectively clean, sustainable and culturally correct;
- 4. The project offers services equitably among the targeted groups and communities and includes issues of gender equity project provides activities that meet a demonstrated need;
- 5. The applicant must be an organization that promotes the sustainable management of water resources and agricultural development, or community organization directly engaged in such activities ;
- 6. Applicants must have the technical capacity to implement the proposed activities (or will identify other areas of technical assistance required);
- 7. The applicant proposes a concrete plan to retain and disseminate lessons learned from the project;
- 8. The applicant has a plan for monitoring and evaluation;
- 9. The proposed activity is profitable
- 10. The proposed work includes strategies for cost recovery or cost sharing, if any, and if possible, because the details of how user fees would managed.
- 11. The proposed activity complies with environmental regulations and directives of USAID and the Moroccan government.

Evaluation of applications will be conducted according to established criteria and may include interviews, visits, fundraising, and / or requests for additional information. Following the evaluation of grant applications, all applicants will be notified in writing if their application was successful or not.

TOR recruitment of two experts in training of trainers

1 - Background:

recent years, civic behavior failed to a large part of youth is a serious problem for all components of Moroccan society and educators in particular. Aspects of this problem first appear by the rudeness that is taking place in schools and in public places. This rudeness is manifested by malicious behavior, the challenge of the regulations or simply refusing to participate in community life. Sometimes, unfortunately, this behavior has reached frightening levels and takes many forms such as threatening vandalism and even as radicalism, physical assault or even terrorist acts.

civic behavior is a polysemic concept which is a broad conceptual indexing a record crossing of meanings and meaning. Consisting of two terms (behavior - good citizenship), this concept refers to both the values, ethics and culture as social phenomena. His analysis also requires the mobilization of a conceptual configuration that takes as its source several fields such as "democracy", "citizenship", the "civic" and "respect for human rights." These concepts often reflect the historical and political evolution of society and the transformation of ethical and human values.

3 - Specific Objectives: The course aims

following specific objectives:

- Strengthen capacity of 60 teachers (two groups) in the field of citizenship, human rights education and citizenship
- Develop tools Educational animation for clubs to civic education. To offer youth the opportunity LVOC discuss their visions and practices of civic education and civic behavior and with education officials and civil society actors.

4 - Expected:

The overall duration of training is estimated at two (02) days, full time for each group. The implementation schedule is planned for the third week of December 2010.

resuscitation of Training Workshops on the Millennium Development

In order to accelerate the achievement of the Millennium Development Goals (MDGs) to support efforts by the Government of Morocco's Fight against poverty and safeguard and enhance cultural heritage, the United Nations system, in 5 agencies: UNIDO, UNDP, UNESCO, UNFPA, UNIFEM, in partnership with a dozen national entities and NGOs, have launched a joint program entitled "The cultural and creative industries as vehicles for development in Morocco (2008-2011). This program aims to promote the development potential of collective and individual advancement particularly for the poorest that includes the enhancement of cultural resources of the country, substantially improving the national and local capacity to develop them as well as leading in some areas of intervention demonstrative actions targeted.

The program was structured around the deepening of knowledge of cultural heritage, its valuation, capacity building of heritage professionals and the implementation of pilot projects, and this, through a gender perspective and valuation of women's contribution and youth. This program operates in an area Guelmim, Tata and Assa, called convergence zone or the UN agencies want to have a visible impact on the MDGs over the next three years.

Within this framework and to enhance efforts in promoting and raising awareness of local stakeholders and civil society in achieving the Millennium Development Goals (MDGs), and include the perspective of women and youth in achieving the said objectives, as UNIFEM in partnership with the Program develop sustainable south and e UNDP, local and regional stakeholders, organize training sessions for capacity building of local partners MDGs Culture and local NGOs in advocacy for monitoring and evaluation of the Millennium Development Goals.

Study objectives:

- Review of the MDGs in order to see the relevance of targets, indicators and the need to identify in line with the context of development of oasis zones,
- Familiarize local actors and civil society with the processes of planning and monitoring to achieve the MDGs,
- Strengthen the capacities of participants in the knowledge of the MDGs to better equip them to accompany local actors in its efforts to achieve these objectives for a sustainable and harmonious development of oasis zones,
- Raising civil society and the media about the increasing role they will play in the development of political development at regional level.

Expected Results:

conceptual frameworks related to the achievement of the MDGs at the local and regional

Tasks / consultation (e)

- Prepare teaching materials, a methodological approach and the training modules tailored to the MDG target
- Prepare examples of good practices from case studies, Gender, Cultural Heritage and the MDGs.
- Provide analytical tools to operationalize the learning outcomes and the vision to integrate the MDGs in the practices and daily activities of the participant (s);
- Upgrade participants compared to the concept, approach and methodology for monitoring and analysis of the MDGs;
- Animate the training session. Deliverables:
- Provide the modules and presentations (both paper and electronic);
- Produce a report at the end of the training illustrated with photographs (A paper version and other electronics in Arabic or French).

Qualifications / consultation (e) The

- Proof of a university education in social development studies, political science, social, law or similar fields;
- Have experience confirmed in the field of gender training, MDGs, and cultural heritage;
- Mastering the tools of animation and interactive participatory
- Good knowledge and experience of editing tools projects / programs;
- Knowledge of the situation and the national context in terms of cultural heritage;
- Have a perfect command of Arabic and French and can conduct training in both languages.
